This role has been released on a temporary basis initially for 3 months. They are looking for a Senior Finance Officer to provide and assist the Capital Planning Manager in the provision of high quality professional financial information, advice and support to teams, departments or external agencies, including support, advice, guidance and challenge of budget management.


KEY TASKS:
* Monitor, review and develop the effectiveness of services, systems, processes and records, suggesting improvements to ensure best value for stakeholders and customers.
* Act as the key customer contact for designated service area(s) and develop good working relationships with internal and external customers, stakeholders and partners.
* Undertake research, analysis and reporting of financial and management information.
* Assist with the induction of new colleagues and provide cover for senior staff as and when appropriate.
* Represent the team at internal and external meetings, working groups and project teams as required and brief senior staff on decisions made and issues requiring resolution.
* As directed by senior staff, provide financial training, support and induction to finance for finance staff and customers of financial services, for example, budget managers and school bursars.
* Prepare annual capital estimates in accordance with approved plans and policies, in consultation with departmental budget managers, ensuring compliance with corporate procedures, timescales and financial regulations.
* Support and advise on the management, monitoring and reporting on financial performance for capital and provide a challenge function for financial forecasts.
* Undertake regular financial reconciliations.
* Undertake the closing of accounts promptly and in accordance with best professional standards and statutory requirements for capital.
* Establish and quantify financial risks and pressures in current and future years and support the production of the capital programme.
* Contribute in the production of business cases using financial modelling techniques, as appropriate, assessing and highlighting financial implications.
* Complete financial returns and processes including for example, Capital Estimate, Capital Outturn etc.
* Support the collation of briefing notes for Chief Officers and Members on capital-related issues.
* Preparation of financial and performance information for capital, e.g. budget book and P.I.s.
* Provide advice and support on the use of the capital accounting module.
* Manage the process for in-year variations to the capital programme.


Key Skills & Abilities
* Competent user of common ICT applications, such as, Word, Excel, Outlook or equivalents
* Ability to organise and prioritise work effectively for oneself and others, to plan action in order to meet deadlines and to maintain high standards at all times.
* Ability to produce clear and concise numerical and written reports, including the ability to simplify and explain complex data.
* Ability to use own initiative in understanding and completing tasks.
* Excellent customer service, interpersonal and influencing skills.
* Ability to supervise staff in a structured, positive and pro-active manner.
* Accounting Technician (level 4) (or equivalent) qualification.
* Extensive knowledge of Microsoft Office, in particular of excel spreadsheets and their application
* Sound working knowledge of computerised financial systems.
* Understanding of financial, accounting and budgeting principles in a large organisation. Up to date knowledge of national and local financial and legislative issues.
